A COW, also referred to as a cell on wheels, is basically a mobile cellular tower. They are used where cellular service has never been available or where cellular service has been lost due to events like natural disasters. 36 COWs were stationed within New York City shortly after the terrorist attack on September 11. They are also commonly used in areas like Florida that are often effected by hurricanes that damage normal cellular towers.
Another common place to find COWs is large events. Major sporting events and things like state fairs are just a couple of places you may find a COW. This ensures that you will have cellular service and some companies may use this as an opportunity to advertise.

COWs are sometimes used at long-term work sites when a budget may not allow for a permanent tower to be built. They are also useful at work sites on government lands where a permanent tower would have to be removed when the job is finished. This saves a company money by removing the need to pay to have the tower constructed or torn down and if they no longer have any use for the cell on wheels, it is easily transportable to a location to store it at.
Similar to the COW is the cell in a box, also known as a CIAB. It is similar to the COW in many aspects but is usually used in a single location longer than a COW. The CIAB is less commonly used than the COW since it is easier to transport the COW.
